Retired Major General Roland Lajoie is the former U.S. co-chairman of the U.S.-Russia Joint Commission on POW-MIAs. He also served as deputy assistant to the secretary of defense for Cooperative Threat Reduction (CTR), where he was the program manager and responsible for implementation of the Nunn-Lugar initiative to assist Russia in securing its nuclear materials.

During his 35 years of military service, Lajoie held the positions of first director of the U.S. On-Site Inspection Agency, U.S. defense attaché in Paris and in Moscow and associate deputy director for operations/military affairs at the Central Intelligence Agency, in which he created and directed the Office of Military Affairs.

Joe Landon is a chairman at Space Angels, CFO of the Planetary Resources, and director of the board at Planetary Security Foundation (PSF), a nonprofit that seeks to educate the public about nuclear weapons issues and to secure our planet while exploring others. Previously, Landon was the CEO of Planetary Power, Inc., a firm offering innovative renewable energy technology for commercial and industrial users. Dr. Li Bin is a senior fellow working in the Asia and nuclear policy programs at the Carnegie Endowment for International Peace. Previously, he was founding director of the arms control program at the Institute of International Studies at Tsinghua University in Beijing. His current research focuses on nuclear weapons, China’s arms control policy and nonproliferation export control. After earning his doctorate from the Graduate School of China Academy of Engineering Physics, Li interned with the Department of Foreign Affairs as an arms control assistant. He later became a member of the technical group supporting the Chinese negotiation team on the Comprehensive Test Ban Treaty. He has since worked extensively as a technical advisor on negotiations, verification technologies and arms control databases associated with the CTBT. Li has published and contributed many books and articles, including “Theories and Analysis in Arms Control and Strategy,” “Nuclear Turning Point” and “Transparency in Nuclear Warheads and Materials.”

Professor Li Daguang is professor of science communication at the Graduate University of Chinese Academy of Sciences and director of the China Research Center at the International Center for the Advancement of Scientific Literacy at the University of Michigan. The Honorable Jan Lodal is chairman of Lodal and Company. He served as the president of the Atlantic Council from 2005 to 2006 and remains highly active as a fellow and member of the Board Executive Committee. Additionally, he is a member of the Council on Foreign Relations and the International Institute of Strategic Studies. Lodal has served on the White House staff of several presidential administrations, including as director of the NATO and General Purpose Force Analysis Division during the Johnson administration, principal deputy undersecretary of defense for policy in the Clinton administration and deputy for program analysis to Henry Kissinger. Lodal has published widely on national defense, arms control, and strategy including “The Price of Dominance: the New Weapons of Mass Destruction and their Challenge to American Leadership” and “The Logic of Zero” in Foreign Affairs.

Ambassador Vladimir Lukin is president of the Russian Paralympic Committee. He served as Russia’s human rights commissioner from 2004-2014 after serving as chairman of the Committee on International Affairs in the State Duma from 1993 to 2000 and as head of the Ministry of Foreign Affairs from 1968 to 1989. Prior to his work at the Ministry, Lukin spent eleven years as head of the Far Eastern Policy Department at the Institute of the U.S. and Canada at the USSR Academy of Sciences, where he earned recognition as a specialist on Russian-American relations. His expertise came in handy when he was appointed as the first ambassador of the Russian Federation to the U.S., a position for which he won the honorable title Ambassador of the Year in 1993.
