Dr. Lawrence J. Korb is a senior fellow at the Center for American Progress. Korb is also an adjunct professor at Georgetown University. Prior to joining the Center for American Progress, he was a senior advisor to the Center for Defense Information and a senior fellow and director of national security studies at the Council on Foreign Relations.

Korb also served as director of the Center for Public Policy Education and senior fellow in the foreign policy studies program at the Brookings Institution. His prior positions included dean of the Graduate School of Public and International Affairs at the University of Pittsburgh, vice president of Corporate Operations at the Raytheon Company and director of defense studies at the American Enterprise Institute.

From 1981 through 1985, Korb served as assistant secretary of defense for manpower, reserve affairs, installations and logistics. In that position, he administered about 70 percent of the defense budget. For his service in that position, he was awarded the Department of Defense’s medal for Distinguished Public Service. Korb served on active duty for four years as naval flight officer and retired from the Naval Reserve with the rank of captain. He has held full-time teaching positions at the University of Dayton, the Coast Guard Academy and the Naval War College.

Dr. Andrey Kortunov is director general of the Russian International Affairs Council and president of the New Development Technologies Autonomous Non-profit Organization. Previously, he was the president of the New Eurasia Foundation in Moscow. He is also a member of the Russian Association of Regional Studies and the International Institute for Strategic Studies. Previously, he served as the president of the Information Scholarship Education Center. Kortunov also served the Committee on International Relations of the Russian State Duma as an advisor, and as the head of the Moscow Public Science Foundation. Kortunov is a syndicated columnist for Novosti and is a regular contributor to U.S. and Russian television news outlets.

Dr. Martha Krebs serves as senior scientist in Penn State’s College of Engineering and principal investigator and director of the Energy Efficient Buildings. She previously served as executive director for energy and environmental research development at the University of California at Davis. Prior to joining UC Davis, Krebs served as deputy director of the California Energy Commission for Research. She is the former associate vice chancellor for research at the University of California, Los Angeles and founding director of the California NanoSystems Institute at UCLA and University of California, Santa Barbara.

Krebs is a former assistant secretary of energy at the U.S. Department of Energy and director of the Office of Science. There she was responsible for the research program that underlay the department’s energy, environmental and national security missions. She is a member of Phi Beta Kappa, a fellow of the American Physical Society, a fellow of the American Association for the Advancement of Science and a fellow of the Association of Women in Science.

Dr. Li Bin is a senior fellow working in the Asia and nuclear policy programs at the Carnegie Endowment for International Peace. Previously, he was founding director of the arms control program at the Institute of International Studies at Tsinghua University in Beijing. His current research focuses on nuclear weapons, China’s arms control policy and nonproliferation export control. After earning his doctorate from the Graduate School of China Academy of Engineering Physics, Li interned with the Department of Foreign Affairs as an arms control assistant. He later became a member of the technical group supporting the Chinese negotiation team on the Comprehensive Test Ban Treaty. He has since worked extensively as a technical advisor on negotiations, verification technologies and arms control databases associated with the CTBT. Li has published and contributed many books and articles, including “Theories and Analysis in Arms Control and Strategy,” “Nuclear Turning Point” and “Transparency in Nuclear Warheads and Materials.”

Professor Li Daguang is professor of science communication at the Graduate University of Chinese Academy of Sciences and director of the China Research Center at the International Center for the Advancement of Scientific Literacy at the University of Michigan. He is also a professor at the National Defense University of China and an officer of the People’s Liberation Army. Li specializes in military policy as it relates to space technology and warfare.

The Honorable Jan Lodal is chairman of Lodal and Company. He served as the president of the Atlantic Council from 2005 to 2006 and remains highly active as a fellow and member of the Board Executive Committee. Additionally, he is a member of the Council on Foreign Relations and the International Institute of Strategic Studies. Lodal has served on the White House staff of several presidential administrations, including as director of the NATO and General Purpose Force Analysis Division during the Johnson administration, principal deputy undersecretary of defense for policy in the Clinton administration and deputy for program analysis to Henry Kissinger. Lodal has published widely on national defense, arms control, and strategy including “The Price of Dominance: the New Weapons of Mass Destruction and their Challenge to American Leadership” and “The Logic of Zero” in Foreign Affairs.

Mr. Robert McFarlane was the national security advisor under President Reagan from 1983 to 1985. In 1982, President Reagan appointed McFarlane as deputy national security advisor, and in 1983, he was appointed as the president’s special representative in the Middle East. After his retirement in 1985, McFarlane founded his own company, Global Energy Investors (GEI), a developer of energy infrastructure projects in Asia and South America.

McFarlane passed away on May 12, 2022.

Raja Mohan is Director for the Institute of South Asian Studies at the National University of Singapore, a foreign affairs columnist at the Indian Express in New Dehli, and a non-resident senior fellow at Carnegie India. He was previously head of strategic studies at the Observer Research Foundation and a member of India’s National Security Advisory Board. Mohan has taught at several universities, served on a United Nations committee on arms control in outer space and in 2009 was appointed as the Henry Alfred Kissinger scholar in foreign policy and international relations in the John W. Kluge Center at the Library of Congress.
